RULES & REGULATIONS:
- Registration papers may be requested and examined by Beef Division Officials during the entry process.
- All Beef animals exhibited will be shown individually in their respective individual classes.
- Youth and Open Classes to be shown separately.
- Breed specific classes apply to Registered and Commercial Cattle.
- Heifer calves can show as Breeding Cattle or Feeder Calves, but not both.
- Weights will not be used for Breeding Classes.
- All Official Bull Classes are for registered animals only
- Youth entries will automatically be entered into corresponding open classes as competition allows.
- Feeder calves must weigh 325 – 650 pounds.
- Feeder calves must have visible ear tag as identification.
- Showmanship animals are to be exhibited clean, dry, and unfitted
- Each Purebred Breed Must have 2 or More Entries to Qualify for a Separate Show and all entries must have registration papers to show by Breed
- For “Cow and Calf Classes” Calf must be the Cow’s most recent natural born calf and be born on or after January 1, 2023 to be eligible and cannot be Purebred
- Market Steers shall NOT have horns
- All 4-H/FFA project animals shall be entered into Youth Division Classes. All Market Steers project animals must have been identified at the official weigh-in prior to this fair year.
- Fitting & Grooming Rule – Cattle in the market steer show and sale will be exhibited clean, dry and unfitted. Cattle are to be clipped, (before show day), washed, and brushed or combed. No other materials may be used. On show day, each youth exhibitor is to prepare his or her own animal for exhibit with possibly a minimal amount of assistance from parents or other 4-H or FFA livestock exhibitors or a fair official.

All Official Classes will pay prize money for six places: $18, $15, $12, $9, $6 and $5. All Champions and Reserve Champions will receive Rosettes. Prize money will not be awarded for Exhibition Classes. Exhibition Class winners will not compete in Champion or Reserve Champion Classes

RULES AND REGULATIONS:
- All animals shown in Registered or Recorded Grade classes must be accompanied by the original registration certificate and must be in the exhibitor’s name for all animals born before March 31, 2023. Goats born April 1, 2023 or after, may show in Registered or Recorded Grade classes, providing their Dam and Sire are a Registered or a Recorded Grade animal and must be accompanied by registration, recordation, or stamped by ADGA, duplicate applications, etc.
- Unrecorded Grades will be shown in YOUTH (4-H and FFA) Classes only.
- All entries must be in accordance with State Health rules.
- Only one entry will be permitted in each of the following classes: Produce of Dam and Dairy Herd.
- All goats must be dehorned and have a collar. No horns; small scurs allowed.
- No body clippings! All goats must be body clipped at home before you bring them to the fairgrounds. You may trim your goats only, such as around the tail, ears, udders, etc.
- All milking and grooming stands are to remain between the goat barn and the swine barn.

RULES:
- Fleeces will be judged on staple quality.
- Only two animals may be shown in any class.
- No animal may be shown in any other division.
- Sheep and fiber goats will be shown in separate classes.
- All animals must have at least a two-inch staple. Fitting is permitted.
- Sheep and goats must represent no more than 12 months growth.
- Evidence of growth enhancement implants will be cause for disqualification.
- All sheep and goats must display USDA scrapie tags.
- Youth exhibits must be either 4-H or FFA projects. Exhibitors not showing 4-H or FFA will show in Open classes.

RULES & REGULATIONS:
- 4-H members are required to compete in only one of the following Fitting and Showmanship classes per project animal, or a poster, which is to be entered on Saturday, August 19 in 4-H Department. Fitting and Showing Class will be held on Sunday, August 20, 9:00 a.m.
- Exhibitors riding western style should wear western attire including jeans, belt, shirt, boots, hat.
- Exhibitors riding English style should wear proper English attire.
- Helmet and boots are required at all times while schooling and/or showing.
- You must provide your own grain, bedding, and hay.
HORSE PROJECT REQUIREMENT SHOW
SUNDAY, AUGUST 20, 2023
RULES:
- The horse exhibited must have been designated as a project horse according to the guidelines of the 4-H/FFA program.
- 4-H and FFA members from Jefferson County with a 2022-23 horse project are the only eligible contestants.
- The animal must have a current negative Coggins Test and immunization records must be on file with show management prior to entry into the show. If horse is stabled out of West Virginia, a current CVI (health certificate) is required within 1 month of the show. Exhibitors must also have copies of these available for the Department of Agriculture. CVI accepted and checked on Saturday.
- Only the youth exhibitor may ride the horse while on the grounds.
- ASTM hardhats must be worn at all times while mounted.
- There are no entry fees for this show only.

Effective immediately, all participants* (who have not reached their 21st birthday as of January 1 or who are currently 4-H members) in any mounted 4-H horse activity or show in West Virginia must wear approved U.S. Pony Club, Inc. or ASTM Protective headgear (logo stamped in or sewn into the inside of the helmet liner) with harness and chin strap fastened.
POLICY APPLICATION
- The brand, selection, approval, use, fit and standards of the headgear shall be determined for 4-H members/youth by the parent or guardian.
- All 4-H members/youth in any 4-H mounted horse event at local county, district and/or state levels. For example: If the participant is mounted in or out of the ring at a horse show this policy applies.
- It is recognized that the availability of appropriate safety headgear for a specific riding style may be a problem. Therefore, judges will be instructed that suitability of safety headgear for a specific class is not to be a factor in placing in that class.
- Persons who are over 21 years of age taking part in 4-H sponsored shows are strongly encouraged, but not required to wear protective headgear.
- Failure to comply will result in being disqualified from further participation in the event.
- County extension agents are responsible for communicating the policy to the appropriate clientele and enforcing the policy.

THE JEFFERSON COUNTY FAIR ASSOCIATION, 4-H CLUB MEMBERS, FFA MEMBERS OR VOLUNTEERS WILL NOT BE RESPONSIBLE FOR ANY ACCIDENTS, INJURY, OR LOSS TO ANY EXHIBITOR, PERSON, HORSE, OR EQUIPMENT OCCURRING BEFORE, DURING OR AFTER ANY SHOW. ALL EXHIBITORS, UNDER 21 AS OF JANUARY 1, 2023, MUST WEAR ASTME/SEI PROTECTIVE HELMETS WITH HARNESS FASTENED AT ALL TIMES.

A herdsmanship program will be in effect to ensure that the cleanliness of pens/stalls and animals are kept to the standards of the Jefferson County Fair. Superintendents will be inspecting the barns and will use the following system if they find a stall/pen that needs attention:
- Green card – card will be placed on pen/stall which indicates that the stall/pen needs attention (1st warning)
- Yellow card – card will be placed on pen/stall which indicates that the exhibitor has not made an effort to improve the condition of the pen (2nd warning)
- Red card – card will be placed on pen/stall and superintendent will notify exhibitor that they can not sell their animal and must leave the fairgrounds due to no effort being made to improve condition of area
ALL ANIMALS MUST GO HOME AFTER RECEIVING A RED CARD AND NO PREMIUMS WILL BE AWARDED.
If an exhibitor finds a card on their pen/stall, they must talk to the superintendent of the department to see what improvements need to be made.
